The unique Partner City program, inaugurated in 1968, was led by Hugh Highsmith, Fort Atkinson. The Partner City concept has since spread to other partnerships in the United States. Partner Cities are locally-controlled citizen organizations that function independent of, but in coordination with, the state organization.
In some communities in Wisconsin, city councils have endorsed the activities of Partners by officially recognizing these relationships. In other cases, Partner Cities remain volunteer service organizations working privately to better human understanding. Members of the partnerships work on projects of interest to members on both sides of the relationship. Projects are limited only by the willingness of the volunteers who undertake them. Partnerships are bringing international experiences to their own communities. Each city chapter is unique, reflecting the interests of their members and their counterpart community in Nicaragua. Activities reflect the very best people-to-people involvement.
